안양시 장애인 복합문화관은 저층건축물이 밀집된 안양6동의 구도심에 위치하고 있다. 계획의 주안점은 첫째, 신체적 불편을 갖고 있는 장애인의 편의증진에 대한 문제로 대중교통 이용 시 쉽게 인지 될 수 있는 “인지성”, 다양한 프로그램을 통한 “편리성” 등을 고려하였다. 둘째, 3m의 표고차 등 대지의 물리적 특성과 기존 공공건축물과의 상호관계 문제는 기존 지형에 순응하는 다양한 진입 방법을 모색하였고, 기존 공공청사와 장애인 재활시설과는 유기적 연결을 통해 기존 시설물과의 “조화로운 디자인”을 구현하였다. 안양시에 새롭게 건립될 장애인 복합문화관은 크게 4가지 관점에서 설계를 진행하였다. 첫째, 공공성이다. 장애인은 물론 지역주민과 함께하는 커뮤니티 공간으로서 365일 누구나 편리하게 이용이 가능한 공간이 되어야 한다. 둘째, 기능성이다. 장애인의 특성을 고려하여 접근에 제한이 없어야 하며, 시설 이용에 불편함이 없어야 한다. 셋째, 안전성이다. 화재나 재난 시 장애인들의 신속하고 안전한 피난계획이 무엇보다 중요하다. 넷째, 조형성이다. 기존 시설과 조화를 이루면서도 지역에 활력을 불어넣을 수 있는 인지성과 상징성을 갖추었다.
Anyang City Complex Cultural Center for the Disabled is located in the old city center of Anyang 6-dong, where low-rise buildings are concentrated. The main focus of the plan was first to consider the “cognitive nature” that can be easily recognized when using public transportation, and the “convenience” through various programs, as a matter of improving the convenience of persons with physical discomfort. Second, physical characteristics of the land, such as a 3m elevation difference, and interrelationships with existing public buildings sought various ways to adapt to the existing terrain, and implemented a “harmonious design” with existing facilities through organic connections with existing public buildings and rehabilitation facilities for the disabled. The newly constructed complex cultural center for the disabled in Anyang City was designed from four perspectives. First, it’s public nature. As a community space with local residents as well as the disabled, it should be a convenient place for anyone to use 365 days. Second, it is functional. There shall be no restrictions on access in consideration of the characteristics of persons with disabilities, and there shall be no inconvenience in using facilities. Third, safety. In the event of fire or disaster, a quick and safe evacuation plan for the disabled is paramount. Fourth, it is formative. While harmonizing with existing facilities, it has a cognitive and symbolic nature that can revitalize the region.
