정선군의 부족한 도서관과 가족센터 등 생활형 복지공간을 확충하고 행정센터와 복합화하는 사업으로 대지는 저층주거지가 밀집한 도시의 가장자리에 위치하고 있다. 건축의 기본컨셉은 기존에 도시조직에 잘 들어맞는 스케일의 문화마을을 만드는 것이다. 저층 주거지와의 새롭게 조성되는 복합시설 규모의 차이에서 오는 부조화 문제를 해결하기 위해 각방향으로 접근하는 집 입축에 따라 거대한 건축의 볼륨을 5개 덩어리로 분절하고 분절된 사이 공간에 진입공간과 지역주민을 위한 다양한 테마의 외부공간으로 조성하여 인접한 주거 조직과 자연스럽게 끼워 맞춰지도록 한다. 분절된 매스는 마치 작은 마을의 골목길처럼 공용공간(복도, 홀, 로비 등)을 통해 연결되며 2층의 데크와 연결되어 도시공간이 입체적으로 확장되게 하여 저층주거지의 공공의 마당이 되고, 잘게 조개진 매스는 경사지붕으로 처리하여 기존 도시와 닮아가도록 했다.
The site is located on the edge of a city where low-rise residential areas are concentrated as a project to expand living welfare spaces such as libraries and family centers in Jeongseon-gun and to combine them with administrative centers. The basic concept of architecture is to create a cultural village on a scale that fits well with existing urban organizations. In order to solve the problem of dissonance between low-rise residential areas, large building volumes are divided into five blocks and divided into outer spaces with various themes for local residents so that they can fit naturally with adjacent residential organizations. The segmented mass is connected through a public space (corridor, hall, lobby, etc.) like an alleyway in a small village, and is connected to a deck on the second floor to expand the urban space three-dimensional, making it a public yard for low-rise residential areas.
