원주 혁신도시에 상주하는 기관들과 근로자와 주거지의 주민을 위한 복합 문화공간으로 체육시설(수영장), 공연장, 문화교육시설, 지역거점 기업의 전시와 홍보시설의 프로그램을 담고 있다. 고속도로의 소음과 단으로 형성된 경사지, 기존 공원과의 연계와 인지성 확보 그리고 200대가 넘는 넓은 옥외주차장 조성과 추후 실내체육시설 증축을 고려한 부지확보 등 해결해야 할 과제가 많은 프로젝트이다. 먼저 진입부 이형의 부지에 주차장을 계획하고 대지 후면부를 2차 증축 부지로 계획하여 단계별 사업에 최적화되도록 건물의 위치를 설정하였다. 소음을 고려하여 수영장 등 체육시설을 고속도로변에 배치하고 공연과 문화시설을 공원 쪽으로 배치한다. 8미터 고저차를 이용하여 시설을 계단식으로 배치하고 각 레벨에서 접근이 용이하도록 하고 진입로를 구성하고 중심부에 중정을 배치하고 옥외데크와 연결 브리지를 계획하여 자연스럽게 커뮤니티를 증폭시키고 시설 간 이동이 자유롭게 하였다. 파사드를 투명하게 처리하고 내부 프로그램과 활동들이 외부에서도 목격되도록 하여 사람들의 활동으로 인해 살아 움직이는 도시경관을 만들어내도록 했다.
It is a complex cultural space for institutions residing in Wonju Innovation City and for workers and residents of residential areas, including sports facilities (swimming pools), performance halls, cultural education facilities, and exhibitions and promotional facilities of local companies. It is a project that has many tasks to be solved, including slope formed by the noise and hem of highways, connecting with existing parks and securing awareness, creating more than 200 outdoor parking lots and securing sites considering the expansion of indoor sports facilities in the project. First, the parking lot was planned on the site of the entrance heterozygous area, and the rear part of the site was planned as a secondary expansion site, and the location of the building was set up to be optimized for the phased project. Sports facilities, such as swimming pools, shall be placed on the side of highways in consideration of noise, and performances and cultural facilities shall be placed toward the park. The eight-meter high-rise car was used to cascade facilities, facilitate access at each level, organize access roads, lay out a median in the center, and plan outdoor decks and connecting bridges to naturally amplify the community and free movement between facilities. The fa£ade was transparently processed and internal programs and activities were also seen outside, creating a living urban landscape due to people’s activities.
